Options to request further review or appeal a PCAFC eligibility determination:
Learn about options that are available.
If you have received a PCAFC eligibility determination and disagree with the decision, several options are available for you to request a review of, or to appeal, the decision. These options are described within VA Form 10-305, Your Rights to Seek Further Review of a Program of Comprehensive Assistance for Family Caregivers (PCAFC) Decisions.

Reminder!! VA has other forms which describe review and appeal rights; however, VA Form 10-305 is the form used to describe review and appeal rights specific to PCAFC eligibility decisions. We include this form in all the decisions that we issue.

Use VA Form 10182 or start an appeal online
Note: For decisions issued before February 19, 2019, a different process is available. Generally, appeals to the Board of Veterans appeals must be filed within one year of the decision, however certain exceptions apply. The first step is to submit a written request. VA Form 10-307, Program of Comprehensive Assistance for Family Caregivers (PCAFC) Notice of Disagreement.

Contact the Caregiver Support Line at 855-260-3274. They won’t be able to give you an exact timeline for when you will receive a decision, but if you are the individual who filed the request, they can tell you the stage of the process your request is in.
When you submit a supplemental claim or request for higher-level review of a PCAFC decision and mail it to the designated Caregiver Support Program address, it is received by an intake team within the Caregiver Support Program. From there, the request goes through several stages:
To apply for PCAFC, the Veteran, along with each Family Caregiver applying, must complete and sign a joint application using VA Form 10-10CG. VA Form can be submitted online. It can also be downloaded and mailed using the instructions on the form.
Our decision review and appeals process has 4 steps:
Stage 1: Pending intake – Mail sent to the Caregiver Support Program’s address at VA’s Evidence Intake Center (PO Box 5154), is received by Caregiver Support Program staff. The mail is reviewed to determine if all requirements are met, such as required signatures, any required supporting documentation, etc. If requirements are met and we have the information necessary to proceed with reviewing the case/request, it will be placed in queue for assignment and reviewed in the order it was received. If requirements are not met and additional information is needed, a letter will be issued to individual who submitted the mail, to identify what is needed in order to proceed.
Stage 2: In queue for assignment – Items in this stage have been reviewed for completeness and are in queue to be assigned to a reviewer.
Stage 3: Assigned and under review – Items in this stage have been assigned to a reviewer and review is underway.
Stage 4: Decision issued – A decision is issued once the review is complete and a decision has been made. Individuals generally can expect to receive a decision via US Postal Mail approximately 10-14 business days.

To request information about a previous PCAFC decision, such as the date a decision was issued or copies of any decision letters, you may submit VA Form 10-306, Request for Information about PCAFC Decisions.

If you do not have the code available, you will not be able to access this link. Instead, please follow the mailing instructions provided in your letter.
